Amends Arkansas Code § 27-24-1302 to redefine "Cold War veteran" as any current or former member of the U.S. armed forces who establishes service during the Cold War era from September 2, 1945 to December 26, 1991 by presenting a DD Form 214 (Certificate of Release or Discharge from Active Duty).

Changes the requirement from obtaining a Cold War Recognition Certificate from the U.S. Secretary of Defense to instead allowing veterans to prove their service using their military discharge records.

Adds new subsection (f) to Arkansas Code § 27-24-1312 allowing Cold War veterans to obtain multiple special license plates, not to exceed the number of vehicles they own.

Specifies that the fee for multiple Cold War veteran special license plates must be the standard vehicle registration and licensing fee, not the nominal fee applicable to other military service and veteran plates under § 27-24-201 et seq.
