Establishes a provider fee on children's health management services under Arkansas Medicaid (Title XIX), to be calculated and assessed by the Division of Medical Services of the Department of Human Services.

Requires the fee rate to comply with federal law and not exceed maximum rates allowed without reducing federal financial participation; directs the division to lower the rate if it would trigger federal reductions.

Creates the Children's Health Management Services Provider Fee Fund as a special revenue fund to receive all collected provider fees, with revenues designated for support of services to persons with developmental disabilities.

Specifies that provider fee payments count as allowable costs for Medicaid reimbursement but does not guarantee additional payments will equal or exceed the fee amount.

Directs the Division of Medical Services to adopt rules under the Arkansas Administrative Procedure Act for proper imposition, collection, enforcement, and administration of the provider fee, with no exceptions permitted.
