Department of Education shall develop and sponsor a superintendent mentoring program for first-year superintendents covering curriculum and instruction, ethics, facilities, human resources, leadership, school funding, and technology.

Department shall incorporate all currently required training for first-year superintendents into the new mentoring program.

State Board of Education shall establish rules to implement the superintendent mentoring program.

Beginning with the 2011-2012 school year, first-year Arkansas superintendents must complete the mentoring program within 12 months of obtaining or maintaining employment to maintain their superintendent's license.

Implementation is subject to appropriation and availability of funding.
