Establishes viticulture and enology programs at public institutions of higher education as eligible recipients of Arkansas Agricultural Marketing Grants Fund payments, alongside existing winery grants.

Requires Director of Department of Finance and Administration to establish rules and regulations for both wineries and public higher education institutions applying for grant payments.

Distributes grant funds equally by first allocating a base amount not to exceed $25,000 to each winery at a rate of one dollar ($1.00) per gallon of wine sold in Arkansas in the previous calendar year, with the remaining balance distributed to viticulture and enology programs.

Repeals duplicative Arkansas Code § 3-5-908 and consolidates the fund definition into Arkansas Code § 19-5-1070(b).

Allows public institutions of higher education in Arkansas with viticulture and enology programs to apply for grant payments under the same application procedures as wineries.
