Prohibits manufacture, sale, and distribution of reusable food or beverage containers and eating/drinking aids containing bisphenol-A (BPA) intended for children three years of age or younger, effective October 1, 2012.

Bans pacifiers, teething aids, and crib teething rails containing BPA, with conspicuous "BPA-free" labeling required on all covered children's products effective October 1, 2012.

Extends restrictions to infant formula and baby food stored in BPA-containing containers effective July 1, 2014, with required BPA-free labeling.

Defines a product as BPA-free if it contains less than two parts per million (2 ppm) of bisphenol-A.

Establishes fines of $250 to $2,500 per violation, assessed by the Department of Health, with each manufacture/distribution or day of sale constituting separate violations.
