Appropriates $500,000 from the General Improvement Fund to the Department of Parks and Tourism for grants to eligible entities for youth sports facilities.

Grants may be used for construction, equipment, land purchase, renovation, and operating and maintenance costs to establish youth sports facilities.

Allows the Department to adopt new rules and regulations without restriction by requirements applicable to other programs, and permits recipients to supplement state funds with grants, donations, federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws unless specifically provided otherwise.

Establishes emergency clause making the Act effective July 1, 2011 to ensure immediate availability of funds for agency operations.
