Repeals Arkansas Code Title 23, Chapter 115, Subchapter 11, which established the Arkansas Lottery Commission Legislative Oversight Committee composed of six House and six Senate members appointed by leadership.

Transfers oversight functions from the dedicated Lottery Oversight Committee to the Legislative Council and the interim Senate and House Committees on Education, with the Legislative Council handling contracts and financial matters.

Redirects Arkansas Lottery Commission reports, contracts, rules, and financial statements that previously went to the Oversight Committee to instead be filed with the Legislative Council and relevant education committees.

Eliminates the Oversight Committee's requirement to approve certain lottery matters such as special salary allowances, expansion pool positions, and personnel decisions that will now be reviewed by the Legislative Council's Personnel Subcommittee.

Declares an emergency to make these changes effective immediately upon the Governor's approval to streamline legislative review of lottery matters by assigning responsibilities to established committees with relevant expertise.
