Appropriates $90,000 to the Department of Human Services - Division of Behavioral Health for grants to treatment programs for abused women covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Allows the appropriated funds to be exempt from standard regulatory requirements applicable to other programs, with authority to adopt new rules and regulations to carry out legislative intent.

Permits recipient institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income, provided maintenance and general operations funds are not diverted for these purposes.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursing funds unless specifically exempted by law.
