Appropriates $150,000 to the Department of Human Services - Division of Aging and Adult Services for Meals on Wheels grants covering construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance costs.

Appropriations are payable from the General Improvement Fund and are not restricted by requirements applicable to other programs currently administered by the department.

Agencies may supplement State Treasury funds with grants, donations, federal funds, and unobligated cash income to finance projects, but existing maintenance and operations funds cannot be used for these purposes.

All disbursements must comply with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations unless specifically exempted by law.

Act becomes effective July 1, 2011 under emergency clause to ensure operation of essential governmental programs.
