Appropriates $175,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for community enhancement grants and projects.

Authorized uses include construction, repairs, equipment purchases, land acquisition, and professional services for water and wastewater projects, levee repair, flood control, drainage, fire protection, and irrigation projects.

Appropriations are not restricted by requirements applicable to other programs and may be supplemented with federal funds, grants, donations, and unobligated cash income from the agency.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in fund disbursement unless specifically exempted by law.

Effective July 1, 2011 under emergency clause to ensure operation of the agency and continuation of essential governmental programs.
