Appropriates $100,000 from the General Improvement Fund to the Department of Rural Services for grants to support museums' maintenance, operations, construction, repairs, and equipment.

Appropriates $100,000 for grants to counties, municipalities, or other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses for African American cemeteries.

Appropriates $110,000 for grants to counties, municipalities, or other eligible entities for construction, improvements, equipment, renovation, and maintenance expenses for drainage projects.

Allows the Department of Rural Services to adopt new rules and regulations to carry out the appropriations without being restricted by requirements applicable to other programs currently administered.

Declares an emergency effective July 1, 2011, to ensure immediate implementation of the appropriations necessary for agency operations.
