Appropriates $1,000,000 to Arkansas State University - Beebe for renovation of the ASU - Searcy main building, payable from the General Improvement Fund.

Appropriates $500,000 to Arkansas State University - Beebe for lighting and mechanical system upgrades at the campus, payable from the General Improvement Fund.

Prohibits awarding contracts or incurring obligations for these projects in excess of available State Treasury funds, though institutions may supplement with grants, donations, Federal funds, or unobligated cash income.

Requires all disbursements to comply with state purchasing, accounting, budgeting, and fiscal control laws and regulations unless otherwise specified by law.

Becomes effective July 1, 2011 as an emergency measure to ensure proper agency operations.
