Authorizes the Director of the Department of Health to add, delete, or reschedule controlled substances under the Arkansas Administrative Procedure Act procedures.

Allows the director to promulgate emergency rules for adding, deleting, or rescheduling controlled substances without State Board of Health approval.

Sets emergency rule effectiveness period at 180 days for controlled substance designations under § 5-64-201, extending the standard 120-day limit established in § 25-15-204.

Amends § 25-15-204(b)(2) to provide an exception allowing the 180-day emergency rule period for controlled substance actions while maintaining the 120-day limit for other emergency rules.
