Appropriates $250,000 from the General Improvement Fund to the Department of Finance and Administration for Little Rock Zoo improvements, including the big cat display exhibit, giraffe barn and exhibit, veterinary hospital, educational animal graphics, and general grounds maintenance.

Authorizes the zoo to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing, provided Maintenance and General Operations appropriations are not used for these purposes.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Specifies that funds must be disbursed in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause effective July 1, 2011, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate funding to maintain essential government operations.
