Appropriates $250,000 to the University of Arkansas from the General Improvement Fund for the Clinton School of Public Service for scholarships, operations, equipment, improvements, and renovations.

Allows the University to accept and use grants, donations, and Federal funds to supplement state appropriations for the project.

Prohibits use of the appropriation to replace existing Maintenance and General Operations funding from the General Assembly.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursing funds.

Declares an emergency effective July 1, 2011, citing the state constitutional restriction on appropriations exceeding one-year periods.
