Appropriates $1,000,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen centers.

Authorized funds may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of senior citizen centers.

Allows the Department to adopt new rules and regulations to carry out the intent of the appropriations without being restricted by requirements applicable to other programs.

Permits recipient agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Takes effect July 1, 2011 as an emergency measure to ensure uninterrupted operation of essential governmental programs.
