Appropriates $500,000 to North Arkansas College from the General Improvement Fund for land acquisition, improvements, construction, maintenance, major maintenance, purchase of equipment, and operating expenses.

Authorizes the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes that funds must be used in compliance with stated reasons in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, citing the State Constitution's one-year appropriations limit and the necessity of funds for immediate agency operation.
