Appropriates $500,000 to the Department of Rural Services for grants to counties, municipalities, and other eligible entities for fire protection, construction, improvements, equipment, renovation, and maintenance of public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Appropriates $250,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Authorizes the Department of Rural Services to adopt new rules and regulations to carry out the appropriations without restriction by requirements applicable to other programs.

Restricts contract awards and obligations to State Treasury funds actually available, while allowing institutions to supplement with federal funds, grants, donations, and unobligated cash income.

Declares an emergency effective July 1, 2011, to ensure the appropriations are available for immediate agency operations and essential governmental programs.
