Appropriates $500,000 from the General Improvement Fund to the Department of Human Services - Division of State Services for the Blind for programs that purchase, distribute glasses and eyewear, and provide eye exams.

Funds may be used for personal services, operating expenses, equipment, professional fees, and other related costs.

Allows the appropriations to be exempt from restrictions applicable to other agency programs, with new rules and regulations able to be adopted to carry out the intent of the General Assembly.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless otherwise specified.

Declares the Act effective July 1, 2011 as an emergency measure necessary for the immediate operation of the agency.
