Appropriates $500,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for grants to hospice providers for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance.

Permits the Division to adopt new rules and regulations to carry out the intent of the appropriation without being restricted by requirements applicable to other programs.

Allows institutions and agencies to supplement state funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing, accounting, budgeting, revenue stabilization, and fiscal control laws in fund disbursement unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2011, citing constitutional limits on appropriations to one-year periods and the essential need for immediate agency operation.
