Appropriates $500,000 to the Department of Human Services - Division of Behavioral Health for treatment program grants covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Funds are payable from the General Improvement Fund or its successor fund accounts, with no restrictions from requirements applicable to other currently administered programs.

Authorizes the agency to accept and use federal grants, donations, and unobligated cash income to supplement state funds, provided maintenance and general operations funds are not diverted for these purposes.

Requires compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws unless specifically exempted by law.

Becomes effective July 1, 2011, with emergency clause declaring the appropriation essential to agency operations.
