Appropriates $3,000,000 to the Department of Education as a grant to the Arkansas Advanced Initiative for Math and Science for Advanced Placement training and incentives, payable from the General Improvement Fund.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows recipient institutions and agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, based on constitutional restrictions limiting appropriations to one-year periods and the essential need for immediate agency operation.
