Appropriates $250,000 to the University of Arkansas for Medical Sciences from the General Improvement Fund for equipment purchases, construction, repairs, and operating expenses.

Permits the University to supplement state funds with grants, donations, Federal funds, and unobligated cash income to cover full project costs.

Prohibits use of existing Maintenance and General Operations appropriations for any purposes covered by this appropriation.

Requires strict compliance with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency and sets the effective date as July 1, 2011, citing the constitutional requirement that appropriations cover only one-year periods.
