Appropriates $300,000 to the Department of Human Services - Division of Behavioral Health from the General Improvement Fund for grants to Treatment Programs, Prevention Resource Centers, and Drug Abuse Prevention initiatives.

Authorized funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Agencies may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to cover full project costs.

New rules and regulations may be adopted to implement the appropriations, which are not subject to restrictions applicable to other currently administered programs.

Effective date of July 1, 2011 is declared essential and necessary for agency operations, with an emergency clause protecting public health and safety.
