Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations for fund disbursement.

Directs funds be used in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.
