Appropriates $200,000 to the University of Arkansas Community College at Batesville from the General Improvement Fund for operating expenses, construction, renovation, critical maintenance, and equipment.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the institution to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Mandates that funds be used in compliance with stated reasons documented in budget manuals, letters, and testimony from the Arkansas Legislative Council or Joint Budget Committee.
