Appropriates $50,000 to the Department of Rural Services for museum grants covering maintenance, operations, construction, repairs, and equipment.

Funds payable from the General Improvement Fund or successor fund accounts, with authority to supplement state funds using grants, donations, federal funds, and unobligated cash income.

Exempts appropriations from standard program restrictions and allows new rules and regulations to be adopted to carry out the intent of the General Assembly.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Declares emergency effective July 1, 2011, citing constitutional prohibition on appropriations for more than one year and need for immediate agency operation.
