AR SB423

Adds seven synthetic cathinones and structurally-derived compounds to Schedule I controlled substances, including mephedrone, MDPV, methylone, and analogs of 2-amino-1-phenyl-1-propanone.

Prohibits the Director of the Department of Health from removing any substance listed in the new Schedule I section from that schedule.

Expands Schedule VI to include synthetic cannabinoids (JWH compounds and CP-47,497 variants), Salvia divinorum, and synthetic substances with similar chemical structure or pharmacological activity to cannabis products.

Prevents the Director of the Department of Health from deleting any controlled substance listed in Schedule VI.

Declares an emergency to allow the bill to take effect immediately upon governor approval due to the public health risk posed by emerging synthetic drugs.
