Appropriates $500,000 from the General Improvement Fund to the Department of Education for grants providing after-school, literacy, and nutrition services for at-risk children and youth.

Authorizes the Department to adopt new rules and regulations to implement the appropriation without restriction by requirements applicable to other programs currently administered.

Permits institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for the stated purposes.
