Appropriates $500,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for state assistance projects to store or transport excess litter from Nutrient Surplus Areas.

Excludes commercially manufactured chemical and organic fertilizers from the definition of excess litter covered by the appropriation.

Permits the Commission to accept grants, donations, and Federal funds to supplement state treasury funds and use unobligated cash income for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2011, stating the appropriation is essential for agency operations and immediate preservation of public peace, health, and safety.
