Appropriates $25,000 to the Arkansas Cemetery Board from the General Improvement Fund for cemetery maintenance and operations of insolvent, licensed perpetual care cemeteries in court-ordered receivership or conservatorship for five or more years.

Authorizes use of funds for acquisition costs of such cemeteries not to exceed $1,000 per cemetery, plus necessary costs associated with purchase or grants to nonprofit/government entity owners of historic perpetual care cemeteries.

Allows the Arkansas Cemetery Board to accept and use grants, donations, federal funds, and unobligated cash income to supplement state treasury funds for project financing.

Prohibits use of maintenance and general operations appropriations for purposes specified in this act; requires strict compliance with state purchasing, accounting, budgetary procedures, and revenue stabilization laws.

Declares an emergency effective July 1, 2011 to ensure immediate operation of the cemetery board's essential governmental programs.
