Appropriates $100,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants to learning facilities and educational programs promoting skill building, physical fitness, character development, and life-enhancing values through golf.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows recipient institutions to accept and use grants, donations, and Federal funds to supplement state appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Establishes that funds must be used in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official legislative minutes.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on multi-year appropriations and the need for immediate agency operation.
