Appropriates $50,000 from the General Improvement Fund to the Department of Rural Services for grants to public community buildings for construction, renovation, major maintenance, improvements, and equipment purchases.

Allows the Department to adopt new rules and regulations to implement the grants without restrictions from other existing program requirements.

Permits institutions and agencies to supplement state funds with federal grants, donations, and unobligated cash income for projects, but prohibits using maintenance and operations funds for these purposes.

Requires strict compliance with state purchasing laws, accounting procedures, and fiscal control laws in disbursing appropriated funds unless otherwise specified by law.

Declares an emergency effective date of July 1, 2011 to ensure timely operation of the agency administering the appropriations.
