Appropriates $200,000 to the Arkansas State Game and Fish Commission from the General Improvement Fund for maintenance and general operations of wildlife museums.

Permits the Commission to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Specifies that funds must be used in compliance with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Declares an emergency effective date of July 1, 2011 to ensure the agency's operations are not disrupted.
