Appropriates $500,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants covering construction, repairs, equipment purchases, land acquisition, and related costs for sewer, water, wastewater, levee, flood control, drainage, fire protection, and irrigation projects.

Exempts the appropriations from restrictions applicable to other programs currently administered by the state and allows adoption of new rules and regulations to carry out legislative intent.

Permits the Commission to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs, but prohibits using maintenance and general operations funds for these appropriated purposes.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations promulgated by the Department of Finance and Administration in disbursement of funds.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on multi-year appropriations and the essential need for timely agency operations.
