Appropriates $600,000 from the General Improvement Fund to the Department of Rural Services for Enhanced Community Services Grants.

Eligible grant recipients include police departments, fire departments, jails in counties with population of 10,000 or less, and public libraries in counties with population of 26,000 or less.

Funds may be used for operating, construction, improvements, equipment, renovation, upgrades, and maintenance expenses for public buildings, museums, recreation centers, and state parks.

Permits grant recipients to supplement state funds with federal grants, donations, and unobligated cash income to finance project costs.

Becomes effective July 1, 2011, with an emergency clause citing the constitutional restriction on appropriations to one-year periods.
