Appropriates $100,000 to Ouachita Technical College from the General Improvement Fund for course materials, operations, and programmatic costs for the Nursing Program.

Allows the college to accept and use grants, donations, and Federal funds to supplement state appropriations for the project.

Permits adoption of new rules and regulations to carry out the intent of the General Assembly without being restricted by requirements applicable to other programs.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2011, to ensure immediate operation of the agency without delay.
