Appropriates $800,000 to South Arkansas Community College from the General Improvement Fund for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows the college to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Mandates that appropriated funds be used only for stated purposes as documented in budget manuals, agency requests, and legislative recommendations.
