Appropriates $200,000 to East Arkansas Community College from the General Improvement Fund for construction, improvements, equipment, renovation, maintenance, personal services, and operating expenses.

Permits the college to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the full cost of projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Requires funds to be disbursed in compliance with stated reasons documented in budget manuals, agency requests, and legislative recommendations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2011, to ensure uninterrupted operation of the agency receiving the appropriation.
