Appropriates $300,000 to Arkansas Northeastern College from the General Improvement Fund for construction, improvements, equipment, renovation, maintenance, personal services, and operating expenses.

Prohibits contracts and obligations from exceeding State Treasury funds actually available, but allows the institution to accept grants, donations, Federal funds, and use unobligated cash income to supplement appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Restricts the use of appropriated funds to purposes specified in budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations from the Department of Finance and Administration.

Declares an emergency effective date of July 1, 2011, based on constitutional limitations on appropriations to one-year periods and the need for immediate operational funding.
