Appropriates $300,000 to the Department of Community Correction for operational grants to entities that provide services and support to drug courts.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts.

Authorizes the department to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Institutions and agencies receiving appropriations may accept and use grants, donations, and Federal funds to supplement state treasury funds for project costs.

Effective date is July 1, 2011, with an emergency clause declaring the appropriation essential to agency operations.
