Appropriates $100,000 from the General Improvement Fund to the Department of Rural Services for community grants to fire departments, counties, municipalities, and other eligible entities.

Eligible uses include operating, construction, improvements, equipment, renovation, and maintenance expenses for fire protection, search and rescue, emergency medical services, and emergency management programs.

Allows institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and regulations from the Department of Finance and Administration.

Takes effect July 1, 2011 as an emergency measure to ensure agency operations and prevent harm to essential governmental programs.
