Appropriates $200,000 to the Department of Parks and Tourism from the General Improvement Fund for grants to eligible entities for parks and recreational facility projects including construction, equipment, renovation, acquisition, improvement, upgrade, repair, and maintenance expenses.

Authorizes the Department to adopt new rules and regulations to implement the appropriations without being restricted by requirements applicable to other programs currently administered.

Allows institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing project costs, provided maintenance and general operations funds are not used for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2011, stating that delaying the Act's effectiveness beyond that date could harm the proper administration of essential governmental programs.
