Appropriates $500,000 to Arkansas Tech University from the General Improvement Fund for maintenance, general operations, renovation, construction, personal services, equipment, and operating expenses.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws when disbursing funds.

Prohibits using maintenance and general operations funds appropriated by the General Assembly for any other purposes specified in this act.

Requires funds to be used in compliance with stated reasons for adoption as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on appropriations to only one-year periods and the need for immediate implementation to maintain essential governmental programs.
