Appropriates $75,000 to the Department of Rural Services from the General Improvement Fund for grants supporting operating expenses, improvements, renovations, and construction in cities and counties with populations of 10,000 or fewer.

Allows the Department to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations unless otherwise specified.

Declares an emergency effective July 1, 2011, to ensure the appropriation is available for immediate agency operations.
