Appropriates $300,000 to Southeast Arkansas College from the General Improvement Fund for laboratory equipment, programmatic materials, and supplies for the Nursing Program.

Appropriates $300,000 to Southeast Arkansas College from the General Improvement Fund for equipment, operating expenses, maintenance, renovations, upgrades, improvements, programmatic materials, and supplies for the Technology Center.

Allows Southeast Arkansas College to supplement state funds with grants, donations, and Federal funds, but prohibits using existing Maintenance and General Operations appropriations for these projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws in disbursement of funds.

Effective July 1, 2011, with an emergency clause declaring the act essential to agency operations.
