Appropriates $1,000,000 to the Northwest Technical Institute from the General Improvement Fund for acquiring, constructing, renovating, equipping, furnishing, personal services, and operating expenses.

Permits the institute to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Restricts use of existing Maintenance and General Operations appropriations for purposes covered by this appropriation.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on appropriations to one-year periods and the necessity for immediate agency operation.
