Appropriates $200,000 to the Department of Arkansas Heritage - Mosaic Templars of America Center for African-American Culture and Business Enterprise for operating expenses, maintenance, renovation, equipment, acquisitions and improvements.

Funds are payable from the General Improvement Fund or its successor fund and may be supplemented with grants, donations, Federal funds, and unobligated cash income available to the institution.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of appropriated funds.

Establishes that appropriated funds must be used in compliance with stated legislative intent as documented in budget manuals, agency requests, executive recommendations, and legislative council minutes.

Declares an emergency effective July 1, 2011, citing the state constitution's prohibition on appropriations exceeding one year and the essential need for continuous agency operations.
