Appropriates $100,000 to the Department of Arkansas State Police for the Safe Haven Program, payable from the General Improvement Fund for personal services, operating expenses, and programmatic materials.

Authorizes the Department to adopt new rules and regulations to implement the program without being restricted by requirements applicable to other currently administered programs.

Permits the Department to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project costs, provided Maintenance and General Operations funds are not diverted for this purpose.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2011, due to constitutional restrictions on multi-year appropriations and the essential need for immediate agency operation.
