Appropriates $100,000 from the Viticulture and Enology Fund to the Department of Finance and Administration for grants to public institutions of higher education in Arkansas.

Grants may be used for personal services, operating expenses, research, program expenses, construction, and equipment for a viticulture and enology program.

Allows institutions to supplement state funds with grants, donations, Federal funds, and unobligated cash income, but prohibits use of existing Maintenance and General Operations funds.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations unless otherwise specified by law.

Act becomes effective July 1, 2011, with emergency clause declaring the timing essential to agency operations.
